The 2026-07 ASML EUV allegation
Told ASML he was concerned that one of the ~340 EUV lithography machines the company has produced may have found its way to China. ASML denies it, the Dutch government pushes back, no supporting evidence has been made public. Officials briefed on the claim describe it as "unverified" yet "not unfounded."
The pattern: Lutnick's public communications operate as a standalone signalling instrument distinct from the licensing regime's formal decisions. The willingness to make unverified allegations against a critical allied firm is itself a datapoint on how the AI-supply-chain regime operates in 2026 — and part of why allies fear ally-fail-safe playbooks are necessary.
Backing for the MATCH Act (April 2026 legislation extending restrictions to DUV servicing and applying US export controls extraterritorially) and administration of the Pax Silica alliance are also within Commerce's remit.
